Quick answer: For comfortable sightseeing, April–May and late October–November are the safest bets. For atmosphere, August is my favourite: Awa Odori in Tokushima, Yosakoi in Kochi and summer evenings by the sea — but it’s hot (around 33 °C) and you must book early. Avoid the rainy season (early June to mid-July) and typhoon peak (September) if your plans can’t move.

Setouchi — the region around the Seto Inland Sea, from Hiroshima to Shikoku — has a mild climate. Takamatsu is one of the driest cities in Japan, and snow is rare on the coast. But the seasons still make a big difference to your trip. I live in Tokushima, have family in Hiroshima, and have been to the region’s big festivals and autumn-leaf spots myself. Here’s how the year works.

Temperatures are Japan Meteorological Agency averages (1991–2020) for Hiroshima. Takamatsu, Matsuyama and Tokushima are within about a degree.

Spring (March–May): cherry blossoms and comfortable days

  • Cherry blossoms usually open in the last week of March and peak around the first week of April in Hiroshima, Takamatsu, Matsuyama and Tokushima. Good spots include Shukkeien and the castle in Hiroshima, Ritsurin Garden in Takamatsu and Matsuyama Castle. See Cherry Blossoms in Setouchi.
  • May is warm and mostly dry — great for the Shimanami Kaido by bike.
  • Hiroshima Flower Festival (3–5 May): a huge street festival along Peace Boulevard. I’ve been, and it’s a fun, lively way to see the city. See Hiroshima Flower Festival.
  • Golden Week (29 April and 3–5 May in 2027) is Japan’s biggest holiday period. Hotels fill up and prices rise — book well ahead or avoid it.

Rainy season (early June – mid/late July): plan around it

The rainy season (tsuyu) normally runs from about 5–6 June to 17–19 July in Shikoku and the Chugoku region, though dates vary a lot by year. It doesn’t rain all day every day, but it’s grey and humid, and heavy rain can close mountain roads. I’d avoid it if you can choose your dates, especially if you’re planning to drive in the mountains. See Driving in rural Shikoku. Caught by the rain in Hiroshima? See Rainy Day in Hiroshima.

Summer (late July – August): festivals and heat

This is my favourite time of year here, because the region comes alive:

  • Awa Odori (Tokushima, mid-August): Japan’s biggest dance festival, with dancers filling the streets for four or five nights (11–15 August in 2026). I’ve been — see my Awa Odori guide.
  • Yosakoi Matsuri (Kochi, 9–12 August): high-energy dance teams.
  • Hiroshima Peace Memorial Ceremony (6 August): held every year at 8:00 a.m., with a minute of silence at 8:15.
  • Kangensai on Miyajima: a traditional boat festival held on a lunar-calendar date — 20 July in 2027.
  • Beaches are open from July to the end of August.

The catch: it’s hot and humid (daily highs around 32–33 °C), and Obon (around 13–16 August) is the busiest travel time of summer. Rooms in Tokushima during Awa Odori sell out early. Drink plenty of water and plan sightseeing for mornings and evenings.

September: typhoon peak

Typhoon season runs from about July to October, peaking in August and September; September has the most typhoons reaching Japan’s main islands. When one comes, ferries stop, bridges may close to bikes or in strong wind, and outdoor plans are off for a day or two. Southern Tokushima and Kochi, facing the Pacific, get the most rain — September is Tokushima’s wettest month. If you travel in September, keep your plans flexible and watch the forecast.

Autumn (October–November): the safe bet

  • October brings clear, comfortable weather — many people’s choice for cycling and walking.
  • Autumn leaves typically peak:
  • Iya Valley (Kazurabashi): early to mid-November
  • Kankakei Gorge, Shodoshima: early to late November
  • Momijidani Park, Miyajima: mid-November to early December
  • Ritsurin Garden, Takamatsu: late November to early December
  • Shukkeien, Hiroshima: late November

I’ve seen the autumn colours in the Iya Valley and on Miyajima, and both are worth timing a trip for. Recent warm autumns have pushed the peak later, so check a leaf forecast before you go. See Autumn Leaves in Setouchi.

Winter (December–February): quiet and mild

  • Coastal cities rarely see snow, and lows are around 2–5 °C. It’s the quietest time to visit, with lower hotel prices (outside New Year).
  • Oyster season in Hiroshima is roughly November to March. Note: Hiroshima’s oysters had a second bad year in a row in 2026, so supply may be limited — check before visiting an oyster hut.
  • Mountain roads (Iya, Mt. Tsurugi) can have snow and ice. Stick to main roads unless you have winter tyres.
  • Around New Year (about 29 December – 3 January), many restaurants and shops close.

Special timing

  • Naruto whirlpools: biggest at spring tides, especially in spring and autumn. See Naruto Whirlpools.
  • Setouchi Triennale: the next art festival on the islands opens on 14 April 2028, in spring, summer and autumn sessions.
