Setouchi in Winter: Hot Springs, Oysters and Illuminations (December to February)
Quick answer: Winter on the Seto Inland Sea is mild and dry — daytime highs around 10°C in January, with almost no snow on the coast. It’s a great season for hot springs (Dogo Onsen, Iya Onsen), winter food (Hiroshima oysters, Naruto kintoki sweet potatoes, fatty autumn–winter sea bream, mikan oranges) and illuminations such as Hiroshima’s Dreamination (4 Dec 2026 – 24 Jan 2027). The catch: some mountain sights in Iya close after November, and mountain roads can be icy.
Most visitors come to Setouchi in spring or autumn, but winter has its own rewards — fewer crowds, clear skies and the best food of the year. These are the things I’d recommend for a winter trip.
What the weather is like
January averages on the coast:
| City | High | Low |
|---|---|---|
| Hiroshima | 9.9°C | 2.0°C |
| Takamatsu | 9.7°C | 2.1°C |
| Matsuyama | 10.2°C | 2.6°C |
| Tokushima | 10.0°C | 2.9°C |
Snow falls on some days, but it rarely settles on the coast. It’s much colder in the mountains (Iya Valley, Mt. Tsurugi). Pack a warm coat, gloves and layers.
Hot springs
Dogo Onsen (Matsuyama)

One of Japan’s oldest hot spring towns is perfect on a cold evening. The Dogo Onsen Honkan reopened fully at the end of 2024 after years of repairs; a bath on the ground floor (Kami-no-yu) costs ¥700 (6:00–23:00). See the Dogo Onsen guide.
Iya Onsen (Tokushima)
At Hotel Iya Onsen, a cable car takes you down a steep cliff to open-air baths beside the Iya River. Day visitors are welcome (¥2,000, 7:30–17:00, reception until 16:00). Soaking in hot water with cold air on your face and the river below is a winter highlight. See Iya Valley and Oboke.
Winter food

- Hiroshima oysters: in season from November to March. In 2026, supplies are smaller and shipping starts later than usual — see Hiroshima Oysters.
- Naruto kintoki: Tokushima’s famous sweet potato is at its sweetest from November to February. Try it roasted, or as sweets. See What to Eat in Tokushima.
- Sea bream and winter fish: autumn–winter sea bream (momiji-dai) is fatty and full of flavour. Look for it as sashimi or tai-meshi (sea bream rice).
- Mikan: Ehime’s mandarin oranges are in season from November into winter.
- Olive hamachi: Kagawa’s farmed yellowtail, popular as a rice bowl in autumn and winter.
Illuminations

In the mountains of northern Hiroshima, Bihoku Hillside Park holds a large winter illumination from 31 October 2026 to 11 January 2027 (17:30–21:00, ¥450 admission). It’s easiest by car. See my Miyoshi guide.
What’s closed or different in winter
- Oku-Iya Double Vine Bridges close from December to March (open 1 April – 30 November). The main Kazurabashi vine bridge stays open. See Deep Iya by Car.
- The Mt. Tsurugi tourist lift doesn’t run in winter.
- The Hiroshima Peace Memorial Museum closes on 30–31 December and keeps shorter hours (7:30–18:00) from December to February.
- The Miyajima Oyster Festival (usually February) was cancelled in 2024–2026; no 2027 date has been announced.
- New Year (1–3 January) brings big crowds to shrines and some shops close.
Driving in winter

The coast roads are usually fine all winter. Mountain roads are different: in Iya and around Mt. Tsurugi they’re narrow, and shady corners can be icy in the mornings. If you’re driving inland:
- Ask your rental company for winter tyres or chains.
- Avoid driving mountain roads early in the morning or after dark.
- Check road information before you set off.
See Driving in Rural Shikoku and Renting a Car in Shikoku.
Sample winter plan (4 days)
- Hiroshima: Peace Park, oysters for dinner, Dreamination in the evening.
- Miyajima in the morning, then to Matsuyama for a soak at Dogo Onsen.
- Drive to Iya: the Kazurabashi vine bridge and an open-air bath at Iya Onsen.
- Tokushima: Naruto whirlpools (check the tide table) and Naruto kintoki sweets.
